Political times and institutional cycle in the Uruguayan democratic consolidation

Abstract

This article presents the decision-making models developed in three phases of the Lacalle Administration: the First Coincidence (March '90-January '92), Second Coincidence (February '92 - December '92) and the third phase, after the Referendum of 13 December of '92. Theoretically, the study draws on the focus on decision-making as well as the reflections on the government regime, so that the aforementioned models are analyzed in the light of the relationship between "changing political times" and "fixed institutional cycle". "characteristic of presidentialist regimes. Finally, the impact of the gap between these two terms of the equation on the consolidation of Uruguayan democracy is considered.
