Decentralization, financing and educational governance in Chile and Uruguay

This article approaches educational governance in Chile and Uruguay through an analytical model composed of three main dimensions: the diversity of actors, the State’s role and the dynamic between the State, the market and the civil society. Based on quantitative and qualitative evidence and using a comparative perspective, the article underlines the importance of the degree of decentralization and the type of financing in the processes that led to the maintenance of bureaucratic governance in Uruguay and the development of market governance in Chile.
