Abstract

Uruguay reformed its Constitution in 1997 specially modifying its old electoral rules. This article analyzes, from an institutional approach and with comparative evidence, the possible political impacts that the new constitution could produce. Those effects will be evaluated in tenns of parliamentary fragmentation and executive-legislative relations. The article predicts a greater fragmentation of the party system and legislative weakness of the president. In consequence there could be less fluid relations between the President and the Assembly. Given this scenario, with a President with high popular support but poor political and institutional resources, we could be promoting dangerous conflicts between powers.
