Abstract

The change of government in Uruguay has brought about an undeniable dynamisation of the Foreign Ministry, probably as a reflection of a more precise adoption of goals and procedures of external action. If in any sense it is legitimate to state that signs of the emergence of an authentic international policy are perceived (and if at some point in the near future a policy of such nature could be clearly recognized), the country would not be any less than responding to the new data on the world stage.
