State and Civil Society in the Formulation of Entry Policies in Uruguay

Normally, for analytical reasons we usually make a distinction between State and Civil Society. This theoretical approach starts from an assimilation of the European situation where the construction of social reality allows, or at least allowed, this distinction for a long time.
In the case of Latin American societies, however, it is more difficult to do so. Although the validity of the old jus-naturalist conception, hozo that society and state were never clearly possible to differentiate, maintaining the same type of approach that does in traditional social theory, in our case, the state always clearly predominated over what it could be called civil society.
