El artículo aborda el reposicionamienlo de América Latina en la economía mundial así como el impacto de los procesos de globalización en las unidades nacionales en términos de sus políticas públicas o de su desarrollo socio-económico. En este contexto general el autor examina problemas relativos a la soberanía nacional y la ciudadanía, revisa las hipótesis neoclásicas y neodependentistas referidas al desarrollo social y económico y analiza la evolución de las políticas públicas en algunos países seleccionados. Finalmente se ofrece un modelo interpretativo de las variaciones encontradas en los casos individuales desde el punto de vista de la política doméstica o de la centra) influencia de la esfera política
