The article analyzes the efficiency of the political-insitutional frameworks to promote and support the reforms of the social areas in Uruguay. The aim is to study the degree of institutional innovation in the public sphere regarding the previous matrix, as well as the legitimacy of these changes so that the new mechanisms are able to be used in more than one government cycle. With regard to this, the article analyzes the Program of Social Investment - PRIS - which began during the second democratic government and is still in practice with a new name and a new working dynamics.
