Two different logics in politics. The debate around the refinancing of internal indebtedness (1991 -1992)

Although it might seem that the issue of refinancing internal debt does not take on the importance of others that the current Uruguayan government has promoted, the author chooses it because the debate raised about it constitutes a source of undeniable wealth to analyze the new modalities of doing politics and disciplining the parties.
The confrontation of two very defined politics and government logics is verified crossing both traditional parties and relating in a complex way, especially in the government party. Likewise, the limits of partisan discipline are put in evidence when the loyalties of the sectors are at stake, in tension with the coherence with respect to their pre-electoral offers.
The logic of the government project, with a refoundational character, that contains a strong component of the "ethic of Protestantism" will encounter multiple obstacles and can hardly be imposed in the short term. This is demonstrated by the author in his detailed account of the instances through which the respective negotiations took place, in a context still too permeated by residual forms of Keynesian economic regulation.
