The Organization of Democratic Legislatures

Why are the legislatures organized as we know them? If we had a time machine to travel through the history of the most lasting democratic assemblies, we would find that the rules are increasingly meager and simple as we go back in time. Extrapolating these tendencies we could arrive at what I call the state of legislative nature - that is, an assembly in which all matters are decided in plenary sessions (without commissions) and in which there are no restrictions or regulations that limit the right of its members to take the floor or present motions. In this article I argue that certain universal characteristics of modern democratic assemblies -such as parties and offices specialized in introducing issues on the agenda- emerged as a response to the shortage of time of the plenary sessions in the state of legislative nature ( ...)
