Abstract

The objective of this work is to contribute to the analysis of social policy based on the Uruguayan democratic restoration. The interest of the same is to present the alterations in the conception of the social programs of the recent period 1985-1989, taking into account that the mere renewal of the elites does not explain them. It is considered the new social reality inherited from the authoritarian regime, the specialized social knowledge about the reform of the State in the social policy and the perception and behavior of the new political elites. For this, the social food policy was followed. Our central hypothesis is that the transformations of the food social policy were oriented by a new social policy model, which has as fundamental profiles the focus, selectivity and efficiency.
