After sketching the elements explaining Carlos Menem's success in the reform of Argentine Constitution, the author enters upon its possible consequences on the relation within the three State powers, as well as in the sphere of individual and citizen rights. Even if the constitutional text, together with the presidential reelection, set further control s to the Excecutive Power capacity and enriches the scheme of rights, written word and the political practice of its authors can sometimes be different things. !t's furthermore noticed that few people have spare time to exert their rights continuously.
