Abstract

Are political parties, international financial institutions, and technobureaucratic elites as relevant to explain ongoing state reforms as the literature has argued? This paper examines two health care policies subsequently implemented in Costa Rica between 1988 and 1998. The article indicate that a plausible explanation ofthese policies involves considering the explanatory power of available international agendas during this ten-year periodo The importan ce of combining power and interest with ideas and models behind policy making has already been documented for other policies and countries. This paper brings this debate closer home, to Latin American state reforms, as well as provides empirical insights to understand the complex intertwining among actors and agendas, domestic and international arenas.
