In the present article, Luján starts from the hypothesis that time is the scarcest resource for the realization, by Uruguay, of a successful international policy. The author analyzes the state of affairs of the Lacalle Administration's foreign policy, distinguishes the main articulating axes of the agenda and formulates general, specific and concrete proposals for the elaboration of the country's foreign policy. Finally, Luján leaves open some questions that can be fertile in the future reflection on the subject.
