Abstract

This paper analyzes the relationship between the national government and the departmental administration of Montevideo. The presence of two actors with opposite political tendencies in both governments seems to anticipate conflicts between two different types of political logic. Given the demographic, political and economic concentration of Montevideo, the relations between the national and municipal governments acquire dimensions that affect the governability of the system as a whole. The way in which the Uruguayan political system processes these conflicts is proof of its capacity for accommodation and integration.
