Abstract

When, on the night of November 30, 1980, the first results indicating the defeat of the new constitution project plebiscited by the military were known, the complex process of transition began for Uruguayans. Many observers were surprised by the result: in a frame of apparent isolation - there was no television propaganda in favor of the No, only allowed the realization of a couple of television controversies and the appearance of an opposition weekly - the popular pronouncement clearly defeated the project military.
