Cuba fue navegando entre las dos superpotencias de la época, manteniendo una opción de política exterior independiente, primero durante las tres décadas de apoyo soviético y después cuando atravesó un período de austeridad extraordinaria y sin el poder militar. Se distinguen tres períodos: uno de fervor revolucionario que comprende la mayor parte de los años sesenta, las dos décadas siguientes de diplomacia pragmática, y finalmente el período después de la Guerra Fría de diplomacia de soft power (brigadas y facilidades médicas, campañas de alfabetización y sus buenos oficios durante negociaciones de paz). Cuba jugó un papel preponderante en la creación del Alba, la Celac y otros foros multilaterales y normalizó sus relaciones con los Estados Unidos. Durante los años del pink tide gozó de la simpatía de muchos gobiernos en la región y contó con un fuerte apoyo económico de Venezuela. Pero en los últimos años cambió el contexto regional considerablemente. En la región cuenta con mucho menos países amigos y algunos de ellos confrontan crisis internas profundas.
